|
This field is used to define the employer's contribution to family allowances compensation fund in percent. The percentage is valid for all employees.

Change Children to Education Allowance

In this field you can define the following:
Month of birth with child allowance = A lower child allowance is again aligned in the month of birth.
Month of birth with education benefit = A higher education benefit will already be aligned in the month of birth.

Children Allowance Pro Rata
|
Paragraph 512 of the current Guidelines to the Federal Law on Family Allowances FamZG (FamWZL) states that (version of April 1, 2010):
Persons who are employed or resign from a job in the course of a month, receive family allowances based on the days for which the employment lasts. A day is equivalent to 1 / 30 of the monthly family allowance; Saturdays, Sundays and holi-days will be also counted. Who starts the job, for instance, in the middle of the month, receives for the first month half of the monthly allowance.
Most family compensation offices adhere to this regulation. A few FCOs have developed their own solutions that slightly deviate from the requirements of Para 512. For example, the FCO of the Canton of Bern does NOT reduce family allowances in the event of recruitment/resignation during the month, while the FCO of Zurich employers reduces by 30 days times effective workdays; hence in February 28 days and, for example, in July 31 days.
This different application of the Law, Ordinance and Guidelines is unfortunate, but the BSV has not commented on it. It remains an open question whether this practice will change starting from January 1, 2011 with the introduction of the Federal Family Allowance Register.
You now have the option in payroll master data of selecting the options be-low in the KIZU pro rata column per canton:
no reduction = e.g., FCO of the Canton of Bern
30-day reduction = default, recommended
30 days/calendar days = new, e.g., FAK of Zurich employer
NOTE:
If necessary, please clarify the respective reduction directly with your FAK compensation office. We have no information about it!

Children Allowance Rounding Level

A customer from a canton in western Switzerland informed us that the calcu-lation of family allowance for less than a month’s employment must always be rounded up “to CHF 0.05 per day” and not totalled at the end of the calcula-tion.
This calculation method is defined in the family allowances Guidelines, para 511 FamZWL (requirement). Family allowances compensation funds do not necessarily have to adhere to this requirement.
Example WITHOUT day-specific rounding:
Monthly family allowance | CHF 230.00
Term of employment | July 1 – July 15.
Calculation | CHF 230 / 30 days x 15 = CHF 115.00
Example WITH day-specific rounding:
Monthly family allowance | CHF 230.00
Term of employment | July 1 – July 15.
CHF 230.00 / 30 days = CHF 7.667 -> with day-specific rounding results in CHF 7.70/day
= 15 days at CHF 7.70 = CHF 115.50
We now offer both types of calculation.
The definition can be set up per FAK canton in Payroll master data. The as-signment is done in the “Child allowance rounding type” column:
- monthly (default) = rounding done per month and not per day
- daily (new) = rounding done precisely per day
If you have not had any difference in the FAK fund calculation in the case of less than a month’s employment, you do not need to do anything.
