Salary declaration | No UVG insurer

As a rule, UVG insurer is reported along with AHV declaration. If no UVG insurer is set up, then “no UVG insurer activated” will be reported in the XML. This was implemented as part of Swissdec 5.0 certification by arrangement with Swissdec.
