Salary declaration | No BVG insurer

As a rule, BVG insurer is reported along with AHV declaration. If no BVG insurer is set up, then “no BVG insurer activated” will be reported in the XML. This was implemented as part of Swissdec 5.0 certification by arrangement with Swissdec.
