Security Filter | Create KLE Case

Task #12198 | 5067.002 [1.5067001.2002.0]

In SwissSalary version 5067.000, changes were made to the security filters that caused errors for users with allocation group filter.

Users with an allocation group filter could not create KLE cases if a KLE case had not already been created for that person.

Now, a user with an allocation group filter can once again create a new KLE case, regardless of which user created the previous KLE case.
