Income tax | Multiple rate changes in the cantons with annual billing

If several rate changes were processed during the year using the same rate codes for persons subject to Income tax in cantons with annual calculation, this led to incorrect calculations of deductions or values already deducted.

This bug has been fixed. Rate assignment that has already been used can now also be processed in cantons with annual calculation.
