Salary declaration | Selection not to be saved

When salary were reported, field entries were saved for substitute report, test case, BVG and EMA calibration. They are no longer saved and no value is stored during Salary declaration retrieval.

As before, the reporting person data is taken from the Allocation Group coming first in alphabetical order taking into account any restrictions for the user.
