Income Tax reporting | Missing Canton

Since update 5057.000, the error message occurred during submission when people were retroactively accounted for Income Tax. This bug has been fixed.

Task #8851 | 5057.002

An error message occurred during submission if the rate or IT canton were deleted by mistake if a per-son is no longer subject to Income Tax. We were able to rectify this, although the message can still appear due to the archived values.
