User permissions are no longer skipped during the writing of Personnel history entries if the required per-missions are missing. 

This way we want to ensure that the history is written at all times. 

If the user making a change has no permissions, the default Microsoft error message appears: 

“You do not have the following permissions for TableData SwS Employee Change Log: Insert. For more details about your permissions, please refer to the ‘Effective permissions’ page. "
